Because he's such a minor character, who can't even speak, that's why. But that's the same with Cri-kee and he does get attention xD

I like Cri-kee though but I figure it's because you get to know him better and see him a lot more than the Falcon

Hm... I think that's because Falcon is one of the "bad characters", and you don't see the bad characters often in movies. They're kinda secondary, because it's primarily Mulan's (yeah, and Mushu's xD) story and not theirs, though they're important anyway. (Ouch, too much thinking in one moment @@)

The falcon doesn't get a lot of character development, and neither does Shan Yu. But...this is not necessarily a problem. Some characters are archetypes; they don't actually need to have lots of character development to have a big presence in the movie.
I mean, you don't know anything about Shan Yu's childhood or personal life, yadda yadda, but do you need to? He's not overly developed, but that doesn't mean he's flat. He's like a force of nature, which is maybe why snow and fire were the only things that could stop him. The falcon is like that, too - merciless, practically unstoppable, honed to cruel perfection. And the falcon almost ended the war in its master's favor twice--first by knocking away Mulan's flint and steel, and second by trying to alert the Huns to Shang's presence. That's pretty important stuff if you ask me!
